Is prostitution legal in Greece? — Athens
Legal — and genuinely regulated, in the old European way: sex work is lawful from 18, brothels are legal with official municipal permits, and the zoning rule keeps them 200 metres from schools, hospitals and churches. The registration filter is the frame's blind spot: only unmarried, healthy women from EU countries can license — which is why Athens counts about 1,000 licensed workers against 20,000+ unlicensed and some 600 illegal brothels: the law legalised the local supply and pushed everything else underground.
18+ only. Informational; legality varies by country.
Enforcement: seals, sweeps and the coercion file
The 2026 raid ledger shows the state's two fronts. The seal war: three closed brothels were caught operating under municipal seals in July 2026 — seven arrests, with breaking a seal its own criminal charge; the police run these re-raids jointly with rights organisations. The coercion war: a December 2025 undercover operation in two strip-show venues brought five arrests for forcing women into prostitution, 45 women checked, €5,450 seized. The street layers (Psirri's African strip) get the routine sweeps.
For the client: the licensed studio floor (Filis, the permit-holders) is lawful commerce on both sides of the door; the illegal tiers — unlicensed studios, the street, the coerced club back-rooms — carry the state's attention and, in the forcing cases, the moral weight. The 18+ line is enforced by the licensing regime on the legal side; everywhere else it's yours.

Questions
Does local law apply to tourists?
Yes. The law of the country you are physically in applies regardless of citizenship, and some countries additionally prosecute their citizens for specific offences committed abroad. Ignorance of local law is not a defence anywhere.
What are the penalties in Greece?
Penalties depend on what exactly is prohibited — selling, buying, organising or soliciting — and vary by region and over time. Where buying is criminalised, fines and mandatory courses are typical; where organising is the offence, venues and intermediaries carry the risk. Verify the current law for your specific situation before relying on anything.
How do I check the current situation in Greece?
The general status is described above; for how the law is actually applied, recent changes and city-level specifics — ask.
