Safety in Seoul — reported risks & precautions

Two risks define Seoul safety in the reporting we track: police raids and foreigner-targeting bill scams — both logged in 2026, and both land hardest in the same grey-market layer. This is not a violence-pattern city in what we track; it is a paper-and-enforcement risk city, stacked on top of an activity that is itself illegal for the client.

Raid pattern

Raids come in waves, not as a constant: the 2026 observations show bursts hitting the Gangnam room-salon layer and the Sillim budget layer, then quiet weeks. What that means practically: the venue you were in last month may be gone this month (several Gangnam listings in our September 2026 batch churned between active, disputed and closed within a quarter), and being present during a raid as a foreign client is a personal legal event — fines and deportation are real outcomes — not something the venue absorbs for you.

The scam overlay

The scam signal in Seoul is billing: inflated room totals, pressure to pay on the spot, no realistic dispute path because the transaction itself is illegal. Tips alone (₩50,000–100,000) already give venues room to pad; the flagged pattern is totals ballooning far past any quoted band (citywide short time is ₩75,000–230,000 — a demand of several times that is the tell). Venue-level scam flags, refreshed with each collection wave, are in the bot.

Guidance by risk

police raids: Police raids: carry ID, follow instructions calmly, ask for a lawyer before signing anything. Raids mostly target venues rather than individual visitors.
tourist scams: Tourist scams: agree on prices and terms before anything else; have change counted in front of you; be sceptical of “promotions” and unsolicited guides.

Universal precautions

  • Tell someone you trust where you are; share live location if the environment feels off.
  • Keep cash for a taxi home separate from your night-out budget.
  • Decide your limits before drinking — alcohol and negotiation do not mix well.
  • If something feels wrong, leave. No deal is worth your safety.
